The correct answer is not having FCPA-type legislation institutionalized and enforced in every country.

Corruption laws are very difficult to implement because very often nobody really adheres to them in developing countries that have just implemented them since they are used to a system that used to exist before them. In addition, corrupt officials like receiving gifts or money for their services so they often do it even if it's illegal.
