According to shelley, the force of nature has the power to change the situation on the world and the world's future condition.
Shelley believe that creative powers of the poets could also change the situation in the world, but on a different method.
The forces of nature usually do the change by destroying and reshaping it, the poets in the other hand, change it by influencing how people think.
