This "highly specific molecular scissors" refers to an enzyme called "restriction enzyme" or "restriction endonuclease". Restriction endonuclease are enzymes that function to recognize specific sequences then makes a cut near those sequences. After the cut is made, then it will be joined to another sequence by the enzyme DNA ligase. Usually, restriction enzymes are found in bacterial cells as bacterial cells have restriction sites.
