The Selective Service Act of 1917 instituted conscription.

The reinstitution of compulsory military service was a result of U.S. entry into World War I in April 1917. The Act signed by President Woodrow Wilson on May 18, founded the Selective Service System, which conducted the selection of around 2.8 million men into the army over the next two years.
