Dependent. This system is consistent, because the first equation can be rearranged to y+3x=5, which is exactly the same as the second equation, so they don't contradict each other. However, their are infinite number of solutions to the equation y+3x=5, like x=1, y=2; or x=2, y=-1;... so the system is dependent.
