Which unit of measure would be best to use to measure the capacity of a fish tank?

ml/cm^3 (same measurement) would be the best unit. 

Reason.....
cm can be measured with a simple ruler. Once you have area of the tank (length x width), it can be multiplied by the height to give you the unit it cm^3. 

Water is measured in ml, which would make it easy to get the right amount because you now know the capacity!
