The element that does not portray character development is setting.
Setting is just the location, time and place where the story is unfolding, so it doesn't really tell us much about the characters themselves.
Direct exposition introduces the story and the characters, it describes them. The way a character acts is obviously speaking a lot about the characters. The response of other characters may show us how the protagonists have changed throughout the story.
