okay so here you’ll have to first simplify the formula given to you which is 3y = 5-2x. divide both sides by 3 to leave the y alone. so you should be left to y= 5/3 - 2/3x. then since the perpendicular slope is a negative reciprocal of the slip from the original line, you get 3/2 as your new slope. then, use the y-y1 = m(x-x1) using the coordinate given and just substitute.
