If, in the future, you found yourself on a jury, and you were tasked with determining the fate of a heinous criminal (think Ted Bundy), and you had the option to either sentence him to lethal injection or total amnesia, which would you decide?
Some heinous criminals are incorrigible, they are criminals by nature. Others turned to a life of crime due to their socialization. Total Amnesia would be the more humane sentence, since it would not take away any person's life, only their memories. If said criminal did indeed turn out this way due to socialization, amnesia could perhaps erase that and allow said criminal to lead a normal life as a different person.
