It was the north aka the union creating a naval blockade around the south aka the confederates. The blocked off the french from delivering supplies, since the south had no means of production since it was all in the north they relied on it. They ended up pushing through and basically destoying everything from the north and they had no where to go. They essentially surrounded and contricted the south like a snake. Hence the name anaconda
