First find the numerator by looking for the difference between -2 and it’s axis. That would be 2. Then we count how far it is to 4, so the top would be 6. For denominator would be the same process. The distance from -1 to 0 is 1, and from 0 there to 3 is 4. 6/4 simplifies to 3/2. If you have questions just comment, that might not have made a ton of sense and I can reiterate :)
