The Value of the digit 9 would be 0.009 or in the thousandths hence 9 thousandths.

In this instance you divide this number by 10, because you are trying to find the value of this number at 1/10. Once that number is divided by 10 setting every number in that value back one that means that the 9 would move back one space. So instead of making it’s value 9 hundredths, it is now 9 thousandths.
