What is the difference between a learner’s license and an operator’s license?

A learner's license is when someone is still /learning/ to use a machine/vehicle/equipment/etc. They may not have full access to it without another qualified individual with them. They may still require training/testing/field experience and have to follow certain restrictive guidelines. It varies from state to state.

An operator's license is the opposite. This individual may have full direct acess to the equipment and knows how to operate it safely and efficiently.
