As Maryland is a State, it's Constitution can only be amended at State level by a State level arm of Government which in this case is the General Assembly of Maryland.

A County Council will only have authority to make codes and guidelines relating to the county it is to govern. Congress at the Federal level makes laws for the United States and so they cannot amend a State's constitution.
