Foreign policy can also mean global policies, or policies enacted to affect other countries. Changing anything in terms of your foreign policy could lead to either a better relationship with a country or a worse one. Global tensions tend to increase when foreign policy is viewed in a bad manner, like a threat to launch missiles.
