In "Othello," Shakespeare makes use of the storm to indicate that the threatening Turkish fleet has been destroyed by it even before reaching Cyprus. Besides, it creates the perfect occassion to celebrate Othello's military achievement and his recent marriage to Desdemona. Thus, Iago uses the events surrounding the storm to plan his deed against Othello, in which he accusses Cassio of having an affair with Desdemona, intending to make Othello jealous.
