This is false. The food can still be contaminated after it has been made. Bacteria can still gather on it or mice can eat it and leave their droppings on it or flies can fly on it and contaminate them or anything similar. It's easy to contaminate food regardless of the way it was prepared. That's why you can never be safe enough with food.
