Step by step:

First apply the distributive property,
[tex]12 + 6x - 9 + 4[/tex]
Then simplify from there,
[tex]12 + 4 = 16[/tex]
[tex]6x + 16 - 9[/tex]
Now subtract 16-9,
Answer:
[tex]6x + 7[/tex]
