she has them try to string odysseus' bow knowing that only him himself can do it. Then if they could string the bow (they cant) she tells them to shoot the arrow cleanly through 12 axe handles.

Whoever could put the string to Odysseus  bow and shoot it threw twelve axes could marry Penelope.

Extra information:

This was actually set up by Odysseus who then convinced Penelope ( He was in disguise). When he would show hes strength who would reveal himself.
