i believe the answer is: Yes it is
Trash would eventually experiencing a process called decomposition, where they would start deteriorating into a simpler form of organic matter. When this happen, the trash would start to smell and a lot of bacteria/small insects would start to gather near the trash. It would be better if the trash is far away from you when this happen.
