No solutions.
[tex]x + 3y = 4[/tex]
[tex] \frac{x}{3} + y = \frac{4}{3} [/tex]
[tex]2x + 6y = 7[/tex]
[tex] \frac{x}{3} + y = \frac{7}{6} [/tex]

(4/3) Is not equal to (7/6).
Therefore there are no solutions.
